A meeting of the Berlin Board of Education was held in the Berlin High School library at 6:00 p.m. Present for the meeting were Nicole Plourde, Scott Losier, Lynn Moore, Denise Valerino, Louise Valliere, Corinne Cascadden, Bryan Lamirande, Amy Huter, Dan Record, Kevin Carpenter, Tim Forestall, Julie King, Martha Miller, Autie Hamilton, parent and student, and a member of the press.
ELECTION On a motion by Lynn Moore, seconded by Denise Valerino, the Board voted to nominate Nicole Plourde as Chairperson. The motion passed unanimously. On a motion by Nicole Plourde, seconded by Denise Valerino, the Board voted to nominate Lynn Moore as Vice-Chairperson. The motion passed unanimously. On a motion by Louise Valliere, seconded by Nicole Plourde, the Board voted to nominate Denise Valerino as Board Secretary. The motion passed unanimously.
NON-PUBLIC On a motion by Lynn Moore, seconded by Denise Valerino, the Board voted to go into nonpublic session at 6:00 p.m. in accordance with RSA 91-A3II, (a), (b) & (c). On a roll call vote, all members voted in the affirmative.
On a motion by Louise Valliere, seconded by Denise Valerino, the Board voted to come out of nonpublic session at 6:50 p.m. The motion passed unanimously. No additional votes were taken in nonpublic session
STUDENT ISSUE On a motion by Louise Valliere, seconded by Denise Valerino, the Board voted to allow a student discussed in nonpublic session to return to the District under an alternative program. The motion passed unanimously.
MINUTES On a motion by Lynn Moore, seconded by Denise Valerino, the Board voted to approve the minutes of the January 7, 2016 meeting, public session and nonpublic sessions. The motion passed unanimously.
WARRANTS On a motion by Louise Valliere, seconded by Lynn Moore, the Board voted to approve the warrant dated, January 25, 2016 for the amounts of $393,437.01. On a roll call vote, all members voted in the affirmative.
FINANCIAL REPORT The Board reviewed and approved the financial report.
COMMENTS None
FY17 BUDGET The Board discussed the proposed budget cuts totally $742,210. They felt strongly about preserving the K-12 Curriculum Coordinator position and cuts that would impact operations at the building level. The Board directed the Administration to restore $154,390 to the budget for the public hearing. The Board also reviewed and made revisions to the budget hearing booklet.
COMMENTS None
MEMBER BUSINESS Denise Valerino expressed to the Administration that she does not support bringing Narcan into the schools.
NON-PUBLIC On a motion by Louise Valliere, seconded by Lynn Moore, the Board voted to go into nonpublic session at 7:44 p.m. in accordance with RSA 91-A3II, (a), (b) & (c). On a roll call vote, all members voted in the affirmative.
On a motion by Denise Valerino, seconded by Lynn Moore, the Board voted to come out of nonpublic session at 8:39 p.m. The motion passed unanimously. No additional votes were taken in nonpublic session
ADJOURN On a motion by Denise Valerino, seconded by Lynn Moore, the Board voted to adjourn it’s meeting at 8:40 p.m. The motion passed unanimously.

NONPUBLIC SESSIONS
January 21, 2016
On a motion by Lynn Moore, seconded by Denise Valerino, the Board voted to go into nonpublic session at 6:00 pm in accordance with RSA 91-A3II (a), (b), and (c). On a roll call vote, all members voted in the affirmative.
A parent presented her request to the Board to allow her son to return to school after a 12 month expulsion. The parent reviewed the student’s progress in the past year. The student acknowledged he was wrong and wants to earn a high school diploma. Discussion ensued.
On a motion by Louise Valliere, seconded by Denise Valerino, the Board voted to come out of nonpublic session at 6:50 p.m.~ The motion passed unanimously.~
On a motion by Louise Valliere, seconded by Lynn Moore, the Board voted to go into nonpublic session at 7:44 pm in accordance with RSA 91-A3II (a), (b), and (c). On a roll call vote, all members voted in the affirmative.
The Board discussed the upcoming negotiations between AFSCME Council 93 and the Berlin Educational Support Staff Unions. It was decided that Louise Valliere will be part of the AFSCME negotiations and Nicole Plourde will be part of the BESS negotiations.
The Board discussed the MOU response from Milan. Nicole Plourde recommended that the Superintendent draft a letter on her behalf to send to the Milan Board of Education stating that we would agree to take this difference of opinion to the Commissioner of Education and that SAU 3 would abide by that decision.
The Board reviewed the Superintendent’s contract proposal.
